HPC meet to resolve Chakma and Hajong refugee issue, AAPSU reiterates its stand

ITANAGAR, Jan 9: In an attempt to bring permanent solution to the vexed Chakma and Hajong refugee issue of Arunachal Pradesh, the first meeting of the joint high power committee (HPC) constituted by the government of India under the ministry of the home affairs was convened here today under the chairmanship of Shambu Singh, Joint Secretary for North Eastern with representatives from government of Arunachal Pradesh, All Arunachal Pradesh Students’ Union (AAPSU) and Chakma and Hajong communities.
Convening the meeting Singh said that government of India is very much concerned about the sentiments of indigenous people of the state, therefore is trying to resolve the issue amicably. Santosh Chakma, General Secretary of Chakmas and Hajongs of Arunachal Pradesh demanded citizenship rights for Chakmas and Hajong in India. Lamenting that Chakmas and Hajongs are deprived of basic amenities, he sought basic amenities from the Central and State governments. He further appealed to the state government to let them take part in the political process of the state by enrolling eligible people in electoral roll.
AAPSU legal advisor T.T Tara argued that no foreigners can be granted citizenship in Arunachal Pradesh under the established law of land and provision of Indian Constitution. Even Indian citizen have to obtain inner line permit to enter into the state, so there is no question of granting citizenship to Chakmas and Hajongs, he added. He said granting Indian citizenship to the refugees would be gross violation of Bengal Eastern Frontier Regulation of 1873.
Earlier, in the sideline of joint higher power meeting, AAPSU had one on one meeting with Chakma and Hajong representatives. AAPSU team headed by general secretary Tojum Poyum and vice president (protocol) Nabam Tamar, reiterated its stand saying that unless the Chakmas and Hajongs representatives agree to identify those population who came prior to 1964 to 1969, there would be no solution. It further firmly stated that though it respect the sentiments of Chakmas and Hajongs but it will not allow illegal refugees to jeopardise the existing peace in the region.

development projects in those areas where Chakmas and Hajong are residing, if it
is able to identify those people who were allotted settlement areas prior to 1964-
Later, AAPSU cautioned Chakmas and Hajongs not to confront the state rather be with it to resolve the vexed issue.
Deputy Commissioner Lohit RK Sharma presented compiled report of criminal activities indulged by refugees including organized crime activities, influx and encroachment in the region.
Briefing the objectives of the meet Secretary Political Indra Mallo said that government wanted to see a solution to Chakma and Hajong refugees issue in the state.
The meeting was attended by Deputy Commissioner of Papum Pare Pige Ligu, Officer on Special Duty to Chief Minister K. Riram and a representative of Changlang DC.
BODH GAYA, Jan 9: Arunachal Pradesh Chief Minister Nabam Tuki, who arrived here this afternoon, attended the Kalachakra puja being held for world peace. Tuki also met Dalai Lama.
The gathering praised Tuki and his government for rendering all support for organising the Kalachakra Puja. Tuki was accompanied by host of Parliamentary Secretaries and MLAs. He was received at Gaya Airport by Tourism Minister Pema Khandu and organising committee.
Tuki is expected to attend the closing ceremony and felicitation ceremony of the Dalai Lama tomorrow before flying back to Delhi.

The book was published by the Tendon Cultural Preservation Society, Tawang.

Union Minister assures to redress MSME issues
ITANAGAR, Jan 9: Arunachal Pradesh Minister for Industries, Handloom and Textile & Handicrafts Tapang Taloh has submitted a memorandum on the matter pertaining to micro, small and medium enterprises in the state to the Union Minister for Micro, Small and Medium Enterprises (MSME) Virbhadhra Singh in New Delhi today.

The Union Minister has immediately accorded sanction for computerization of the District Industries Centre (DIC) and capacity building of the official of the DIC. The Union Minister is likely to visit the state in near future to take stock of the development in MSME sectors in the state.
Taloh urged the Union Minister to enhance the number of targets to the state under PMEGP for the current year as the earlier allotment was inadequate to meet the demand and for early release of the margin money.
They also discussed about the ongoing works of Entrepreneurship Development Institute (EDI) at Jote, Papum Pare and Integrated Infrastructure Development Centre (IIDC) at Bame, Basar under West Siang which are under progress. Taloh urged the Union Minister to see that installments of the sanctioned amount are released on time.

The DICs were created in 1977-
He also urged upon for a Special Financial Package to meet up the basic requirements like renovation of the old buildings, construction of few new buildings, computerization of the office with broadband facilities, capacity building for the officials etc.

He emphatically said that students’ unions should be apolitical as the students were vulnerable to exploitation and asked them to accord top priority to their studies while pursuing the activities of the students’ union.
Speaking on education, Lowangdong said that education leads people towards growth in all spheres. He said that India was forging ahead and competing against other more developed countries due to the growth of education. The Speaker lamented that Tirap was lagging behind in education sector in spite of having two Mission schools in the district which could be compared with the best schools in the country. He passionately urged upon the Nocte students to work hard to catch up with the people of other developed districts.

Rural sports competition under PYKKA begins today
ITANAGAR, Jan 9: The first ever state level rural sports competition under Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) gets underway tomorrow at Sangey Lhaden Sports Academy ground, Chimpu here.
As many as 1236 participants including officials from 15 districts except Tawang are taking part in the competition.

Moreover, due to non availability of Technician, all the equipments are handled/operated by unskilled and ignorant Chowkider. Hence, system and equipments are damaged many a time.
As a result, Telecommunication services remain defunct most of the time at Tuting. Therefore, the BSNL authority should post a competent Technician or impart training to the Chowkider to ensure smooth operation of Equipments.
I would also like to request the local MLA, Alo Libang through this letter to discuss the matter with BSNL authority so that uninterrupted or smooth service may be provided to the subscribers and facilitate Internet connection.

What an irony!
Dear Editor,
I would like to appeal to public leaders and district administration not to waste limited resources of our district on unproductive activities like mass picnics regularly in these season costing lakhs of rupees.
Public should be made aware not to indulge too much on festivities, enjoying all the time forgetting duties and obligations. Instead of spending on useless activities, they should concentrate on purposeful work for the family, district and the state.
The more serious side-
Public leaders should discourage these festivities as responsible persons of society should avoid taking political advantages by patronising picnics, and parties etc. Give donations carefully if possible to really needful individuals and institutions, I am sure there are lot many in our district which yearns for govt. attention.
Recently there was a devastating fire incident at Changlang bazar, 7 shops were totally
gutted down and more than 35 persons were rendered homeless including women and children.
There was not much help as every person in Arunachal knows that the Relief and Rehabilitation
department is dead long ago. The local MLA had given Rs. 5000/-

NABARD workshop
ITANAGAR, Jan 9: NABARD, Arunachal Pradesh regional office here recently organized a workshop on various centrally sponsored schemes to sensitize the bankers, Govt. officials and NGOs for effective implementation of those schemes.
The schemes include, dairy entrepreneurship development, integrated development of small ruminants and rabbits, pig development, salvaging and rearing of male buffalo calves, utilization of fallen animals, poultry venture capital fund (subsidy).

NYK sports meet
ITANAGAR, Jan 9: The three days games and sports competition organized by Nehru Yuva Kendra (NYK), Tezu in collaboration with Krishnapur Progressive Youth Club began at Kishanpur, Lekang block in Lohit district yesterday.
Various sports events, such as volleyball, football and athletic events like running race, long jump, high jump, shot put, javelin throw etc are being conducted for both male and female participants.
The main objective of the competition is to expose the hidden sports talents and promote them.

Many a times, the police personnel of Assam evicted the people from Tarasso, Kimin, Tarajuli, Holongi and Seijosa area of Arunachal Pradesh in recent past. This has happened due to poor security scenario in boundary area, ANYA said.

SSA teachers meet
ITANAGAR, Jan 9: The coordination meeting of Sarva Shiksa Abhiyan Teachers held at DNG College, Itanagar yesterday resolved to urge the CEC, AASSATA members to initiate step with the appropriate authority for disbursement of monthly enhanced salary with arrears of SSA teachers on or before January 20.
A copy of the resolution was also submitted to AASSATA president.
The resolution stated that regularization process must be maintained on seniority and batch wise basis and any fees collected from SSA teachers for any purpose must be transparent, uniform and it should be made known to all the SSA teachers of the state.
Further, the meeting urged the CEC to circulate notification in all schools before collection of membership fee and added that it has revoked the assurance given by CEC AASSATA members to SSA teachers.

Also on their schedule are visits to naval and airbases, an army unit and PLA University of Science and Technology.
The size of the delegation was reduced from 30 to 15 following denial of visa to IAF Group Captain M Panging by China on the ground that he hailed from Arunachal Pradesh, which China claims as part of southern Tibet.

The United Nations World Food Programme (WFP) announced a new food subsidy initiative towards providing Afghanistan’s urban poor with guaranteed access to provisions despite the threat of food insecurity.
The project is designed to assist households in Kabul through a monthly cash voucher programme aimed at offsetting the impact high food prices have on the poor.
It is worth mentioning that this project was launched after the successful implementation of similar programmes in other Afghan cities earlier.
According to WFP, some 18,000 households – or an estimated 114,000 individuals – consisting mainly of poor women and households headed by people with disabilities will benefit from the project.
Each monthly voucher is worth $25 and can be exchanged for food items in participating local shops.
